About the job 

Technical Authority - Electrical is a head office-based position, which will ensure that all critical technical decisions and deliverables are reviewed and approved by appropriately qualified and experienced personnel. In MPCL, this will be enforced, through the assignment of discipline TAs for the key engineering disciplines, Process, Mechanical & Electrical. This will be key to mitigating business risks and will include implementation and assurance of Quality Control (QC) and Quality Assurance (QA) of technical deliverables, and accountability issues. The TA shall make decisions to address:

  • Inconsistency in work execution
  • Documentation issues
  • Design review issues

Technical Authority will be based on sound engineering discipline control, ensuring competency standards in their teams are commensurate with levels of authority. The TA will be the authority to make final decisions on issues like deviations from standard engineering practices and standards.

Responsibilities:

  • Demonstrate visible leadership and commitment to Top Quartile HSSE performance in support of the Department Manager’s accountabilities and MPCL's commitment to world-class safety performance.
  • Responsible for maintaining the Technical Assurance and Integrity system within their respective discipline.
  • Set the discipline standard and the boundaries wherein the discipline operates and have the authority to approve deviations from their respective set standards.
  • Define a scaled list of discipline deliverables required for a project depending on the stage in the maturation funnel (Assess/Select/Define/Execute) as well as Capex and complexity.
  • Develop, maintain, and manage the discipline manpower resource and technical capability within D, P&E.
  • Responsible for defining the competence levels for engineers in their own discipline.
  • Provision technical resourcing support to the Engineering Manager to meet MPCL Project targets.
  • Develop and implement the technical standards in their discipline that any MPCL Capital project managed by D, P&E shall be compliant with.
  • Ensures consistency in the interpretation and application of codes and standards and design philosophies.
  • Representative for relevant technical matters with external bodies such as vendors, contractors, government agencies, and stakeholders
  • Participates (sponsors) in technical integrity processes audits and reviews, including HAZID, HAZOPS, safety-critical reviews, and design reviews.
  • Provide input to FATs commissioning and start-up test plans.
  • Ensuring design deliverables are appropriately reviewed and checked by relevant discipline engineers via single discipline and inter-discipline checks.
  • Capable of designing engineering work as necessary for oil and gas process and production facilities.
  • Provide direction and oversight of engineering projects, from planning and executing.
  • MPCL maintains a lean Projects and Engineering team, as such, all members are expected to share the workload – in addition to acting as TAs, the job holder shall be expected to carry out day-to-day discipline activities including IDCs, verification of Contractor design calculations, etc.

Competencies and Skills Required:

  • Delivery without authority, team worker.
  • On account of multiple, concurrent projects in the MPCL project bucket, the ability to manage multiple tasks whilst maintaining focus and momentum
  • Thorough knowledge of Technical Integrity and methods to be employed in the assurance of Technical Integrity
  • Expert knowledge of current and new legislation, Codes, Standards, and Guidelines (e.g. APIs, ASME, IEC, depending on discipline) relevant to the discipline within their operating region
  • Experience with conceptual studies, FEED, and detailed design in multidiscipline upstream projects.
  • Candidates will be required to travel to all construction locations if and when required.

Qualification & Experience:

  • Bachelor’s (Hons)/ Masters' degree in Electrical/Controls from an HEC-recognized institute in case of inland education.
  • Formal accredited membership of the relevant professional institute (MIET and Chartered Engineer-CEng status) would be preferred
  • The preferred candidate is expected to be an engineering graduate with at least 10 years of experience as Discipline TA in the upstream Oil and Gas industry.
  • Strong preference for experience as Technical Authority in an Operator’s Owner’s Team for Greenfield and/or Brownfield projects through concept development up to project execution and start-up.
